In Pakistan, apprehensions are rife about Narendra Modi’s flamboyant success. But fervent Modi supporters in the Indian middle classes prefer to place him in the economic governance arena. Dawn recently talked to renowned Indian writer, Arundhati Roy, in Delhi to explore what Modi’s rise means for India.

“The massive, steeply climbing GDP of India dropped rather suddenly and millions of middle-class people sitting in the aircraft, waiting for it to take off, suddenly found it freezing in mid-air,” says Ms Roy. “Their exhilaration turned to panic and then into anger. Modi and his party have mopped up this anger.”
India was known for its quasi-socialist economy before it unfettered its private sector in 1991. India soon became global capital’s favourite hangout, sending its economy on a high. The neo-liberal roller coaster ride, however, hit snags. The Indian economy, after touching a peak of over 10pc growth in 2010, tapered down to below 5pc in the last three years. The Indian corporate class blames this lapse solely on the ruling Congress party’s ‘policy paralysis’. Its ‘meek’ prime minister, Manmohan Singh, was now identified as a hurdle. The aggressive Modi thus provided the ultimate contrast.

“What he [Modi] will be called upon to do is not to attack Muslims, it will be to sort out what is going on in the forests, to sweep out the resistance and hand over land to the mining and infrastructure corporations,” explains Ms Roy. “The contracts are all signed and the companies have been waiting for years. He has been chosen as the man who does not blink in the face of bloodshed, not just Muslim bloodshed but any bloodshed.” India’s largest mining and energy projects are in areas that are inhabited by its poorest tribal population who are resisting the forcible takeover of their livelihood resources. Maoist militants champion the cause of these adivasis and have established virtual rule in many pockets.
“Bloodshed is inherent to this model of development. There are already thousands of people in jails,” she says. “But that is not enough any longer. The resistance has to be crushed and eradicated. Big money now needs the man who can walk the last mile. That is why big industry poured millions into Modi’s election campaign.”
Ms Roy believes that India’s chosen development model has a genocidal core to it. “How have the other ‘developed’ countries progressed? Through wars and by colonising and usurping the resources of other countries and societies,” she says. “India has no option but to colonise itself.”

India’s demographic dynamics are such that even mundane projects, such as constructing a road, displace thousands of people, never mind large dams and massive mining projects. The country has a thriving civil society, labor unions and polity that channel this resistance. The resistance frustrates corporate ambitions. “They now want to militarise it and quell it through military means,” she says. Ms Roy thinks that the quelling “does not necessarily mean one has to massacre people, it can also be achieved by putting them under siege, starving them out, killing and putting those who are seen to be ‘leaders’ or’ ‘instigators’ into prison.” Also, the hyper Hindu-nationalist discourse which has been given popular affirmation will allow those resisting ‘development’ to be called anti-nationals. She narrates the example of destitute small farmers who had to abandon their old ways of subsistence and plug in to the market economy. 

In 2012 alone, around 14,000 hapless farmers committed suicide in India. “These villages are completely resourceless, barren and dry as dust. The people are mostly Dalits. There is no politics there. They are pushed into the polling booths by power brokers who have promised their overlords some votes,” she adds, citing her recent visit to villages in Maharashtra that has the highest rate of farmer suicides in India.
So is there no democracy in India then? “It would be too sweeping to say that,” she retorts. “There is some amount of democracy. But you also can’t deny that India has the largest population of the poor in the world. Then, there hasn’t been a single day since independence when the state has not deployed the armed forces to quash insurgencies within its boundaries. The number of people who had been killed and tortured is incredible. It is a state that is continuously at war with its people. If you look at what is happening in places like Chhattisgarh or Odisha, it will be an insult to call it a democracy.”

Ms Roy believes that elections have become a massive corporate project and the media is owned and operated by the same corporations too. She opines that “some amount of democracy” in India is reserved for its middle classes alone and through that they are co-opted by the state and become loyal consumers of the state narrative of people’s resistances. 

“The 2014 elections have thrown up some strange conundrums,” she muses. “For eg, the BSP, Mayawati’s party, which got the third largest vote share in the country, has won no seats. The mathematics of elections are such that even if every Dalit in India voted for her, she could have still not won a single seat.” 

“Now, we have a democratically elected totalitarian government,” she continues. “Technically and legally, there is no party with enough seats to constitute an opposition. But many of us have maintained for several years that there never was a real opposition. The two main parties agreed on most policies, and each had the skeleton of a mass pogrom against a minority community in its cupboard. So now, it’s all out in the open. The system lies exposed.”
India’s voters have given their verdict. But the blunt question that Ms Roy raises remains unanswered: where will India’s poor go?

ISLAMABAD: Celebrated Indian author Arundhati Roy has drawn big crowds in Pakistan and caught the media's attention by calling herself a "world citizen" and denouncing Indo-Pak tension over Kashmir as "childish".
Roy, a Booker prize winner, arrived here on Pakistan's Independence Day (Aug 14). She asked both New Delhi and Islamabad to stop their "childish" attempts to "debase and denigrate" themselves by endlessly threatening to destroy each other.
She received a warm welcome in Pakistan during her lecture tour alongwith N Ram, Editor, Frontline and Shekhar Gupta, Editor, The Indian Express .
"In this talk of war and pointing of nukes, what are we being distracted from" she asked in her lectures in Islamabad and Lahore being organised by newly launched Pakistan newspaper Daily Times , edited by Najam Sethi.
Striking an instant rapport with the audience with her famous one liners, she said "for the governments of India and Pakistan, Kashmir is a not a problem, it's their perennial and spectacularly successful solution," as it was converted into vexed issue by rulers of both the countries to divert the attention from their domestic failures.
The author-activist said every time the two governments needed to divert attention of the masses from the domestic problems, they pulled the 'Kashmir rabbit' out of their hats.
Despite her strong comments on the two governments, Roy tread the 'Kashmir' path carefully without offering any direct solution.
Istead she maintained that she had no position on Kashmir and called for the people of the both countries to make efforts to reach to each other "over the heads of their governments."
She criticized the Indian government for its Pakistan-centric policy saying it threatened to destroy the moral fabric of Indian values that made it distinctively different from Pakistan.
"With each battle cry against Pakistan, we inflict a wound on ourselves, on our way of life, on our spectacularly diverse and ancient civilisation, on everything that makes India different from Pakistan," she said.
Citing love and affection being showered by Pakistanis during her visit, Roy said this being her fist trip to the country, she had come with lot of apprehension. But the welcome to her showed that the hatred was not in-built among the people but consciously created by the two governments.
Terming the mutual animosities between India and Pakistan as a "manufactured hatred" she said "it is a kind of myth they want us to believe. ... We are like idiots going to each others' throats and not realising that a completely different agenda goes on there," she said, while referring to the travel advisory by US asking people not to visit India and Pakistan.
Roy along with Gupta and Ram are also visiting Karachi.

Rourkela, May 25, 2015

At least four persons were killed and nearly 200 injured when eight bogies of the Rourkela-Jammu Tawi Muri Express, which left Odisha’s Steel City at 11.45 am yesterday, derailed near Sirathu in Koshambi district of Uttar Pradesh this afternoon.

It was, however, not immediately clear if there was anyone from Odisha among the four killed.
It was also not clear what led to the derailment.

“The accident happened at about 2 pm today. One particular compartment has been badly damaged in the mishap,” said Railways PRO Vijay Kumar.

Besides, S-5, S-6, S-7, A-I, A-2 and B-2 bogies have also been damaged, he said.
Three of the eight bogies were AC compartments, four second class sleeper coaches and one general compartment, Railway sources said.
Senior Railway officials have rushed to the accident site while a rescue train has also been dispatched to ferry the injured to the hospital, the sources added.
Union minister of state for Railways Manoj Sinha and district officials have also rushed to the spot for relief and rescue.

Amid growing hostility between the Central and Delhi governments over powers in the national capital, the Delhi High Court on Monday said the Lt Governor must act on the ‘aid and advice of the council of ministers’ and that ‘mandate of the people must be respected by the Lt governor in respect of matters which fall within the domain of the Legislative assembly.’

The HC’s observations come at a time when the AAP government in Delhi is considering challenging the Union Home Ministry’s recent notification in court. The MHA had issued a notification underlining that the Lt Governor is the ‘administrative head’ of Delhi and ‘services’ were out of the purview of the government.

The observations were made by Justice Vipin Sanghi while dismissing the bail application filed by Delhi police head constable Anil Kumar arrested earlier this month on charges of bribery by the Delhi Anti-Corruption Branch. The arrest had led to a spat between the center and state governments regarding the jurisdiction of the ACB.

The MHA notification even reiterated that the Delhi government did not have jurisdiction to arrest central government employees. However, while dismissing the bail plea, the HC observed that the 2014 central government notification of restricting the jurisdiction of the ACB was ‘wrong.’

The HC observed, “The LG must act on aid and advice of Council of Ministers in respect of matters which fall within legislative competence of the Delhi assembly. The NCT of Delhi shall not be administered by the President through the Lieutenant Governor in respect of matters over which the Legislative assembly of the NCT has authority to make laws.”

Sources in the Delhi government were quick to laud the HC. “This is a victory for the people of Delhi. The rights if an elected government were being curtailed,” a senior official said. “This Position emerges from the constitutional scheme contained in articles 239 and 239AA read with sections 41-44 of the GNCTD Act, 1991. The mandate of the people, with whom sovereign power resides, must be respected by the LG in respect of matters which fall within the domain of the Legislative assembly, provided there is no other constitutional or legal fetter,” the HC observed.

“Union government could not have issued the notification of 23/07/2014 thereby seeking to restrict the executive authority of the GNCTD acting through its ACB to act on complaints under the Prevention of Corruption Act only in respect of officers and employees of the GNCTD. By an executive fiat, the Union government could not have exercised the executive power in respect of a matter falling within the legislative competence of the legislative assembly of the NCT, since the law made by parliament, namely the GNCTD act read with article 239AA put fetters on the executive authority of the President,” the HC said.

The bail application has also been dismissed by the court which observed that the accused Anil Kumar was posted as head constable at the Sonia Vihar police station and was in a position to “influence witnesses” if granted bail.

नई दिल्ली। केंद्रीय माध्यमिक शिक्षा बोर्ड (सीबीएसई) 10वीं के नतीजे घोषित कर दिए गए हैं। सीबीएसई के परीक्षा नियंत्रक केके चौधरी ने बताया कि परीक्षा परिणामों की जानकारी परीक्षार्थी सीबीएसई की वेबसाइट पर देखी जा सकती है। परीक्षार्थी अपना रिजल्ट CBSE.NIC.IN की वेबसाइट पर देख सकते हैं।

बता दें कि गत 25 मई को जब सीबीएसई ने 12वीं के नतीजे घोषित किए तो उनकी वेबसाइट पर 27 मई को दसवीं के नतीजे जारी करने की घोषणा की गई थी, लेकिन 26 को ये जानकारी वहां से हटा दी गई।
बुधवार को बोर्ड ने अपनी वेबसाइट पर 28 मई को दसवीं के नतीजे घोषित करने की घोषणा की है। बोर्ड के परीक्षा नियंत्रक ने बताया कि नतीजे जारी करने की तैयारियां चल रही हैं। अभिभावक व छात्र बोर्ड की वेबसाइट CBSE.NIC.IN या CBSERESULTS.NIC.IN पर नतीजे देख सकते हैं।
सीबीएसई 10वीं की परीक्षाएं इस साल 2 मार्च से शुरू होकर 26 मार्च तक चलीं। इस साल सीबीएसई के माध्यम से 13,73,853 विद्यार्थियों ने 10वीं बोर्ड की परीक्षा दी है।

केंद्रीय माध्यमिक शिक्षा बोर्ड (सीबीएसई) के तहत देशभर में 9000 से ज्यादा स्कूलों के 10वीं कक्षा के विद्यार्थी हर साल मार्च-अप्रैल के महीने में 10वीं बोर्ड की परीक्षा देते हैं। सीबीएसई देशभर की सेकंडरी और सीनियर सेकंडरी की परीक्षा लेने वाली सबसे बड़ी संस्था है। सीबीएसई 10वीं बोर्ड के रिजल्ट पूरे देशभर में और अंतरराष्ट्रीय स्तर पर भी मान्य हैं।
सीबीएसई के तहत दस क्षेत्रीय कार्यालय (दिल्ली, चेन्नई, गुवाहाटी, अजमेर, पंचकुला, इलाहाबाद, पटना, भुवनेश्वर, तिरुवनंतपुरम और देहरादून) आते हैं। 10वीं बोर्ड के रिजल्ट भी इन्हीं क्षेत्रीय कार्यालयों के अनुसार ही जारी किए जाते हैं।

The Central Board of Secondary Education is all set to announce the Class 10 results 2015 at 4 pm today.
The Class 10th results were scheduled to be announced on Monday. But on Wednesday evening, the board's official website put up a notification announcing the date of results to have been moved to May 28.
Over 13 lakh students had appeared for the Class 10 exams in March this year.
On May 25, the CBSE Class 12 results were announced with a pass percentage for girls was 87.57% and 77.77% for the boys.
There will be post-result counselling for the students, It will be made available to students from today itself. The counselling will go on till June 8.

NEW DELHI: The CBSE Class X, XII results will be declared at 12 noon today. This time, results have been declared earlier than last year.

The scores can be seen on the following websites: http://www.results.nic.in, http://www.cbseresults.nic.in, http://www.cbse.nic.in,. Results can also be obtained through the interactive voice response system by calling the number (011) 24300699, or via MTNL at (011) 28127030. The IVRS charges are 30 paise per minute.

The SMS rate is Re 1 per roll number and the numbers are: 57766 (BSNL) and 7738299899 (national informatics centre).

Schools under the Delhi region are advised to collect the results from the respective zonal offices of the deputy director of education, immediately after declaration of the results by confirming the time with them.

The post-result CBSE counselling session will begin from May 25 and continue till June 8. The sessions will start daily from 8am to 10pm. CBSE has introduced a "centralized access system" (CAS) similar to that of a call centre. For better accessibility and convenience, students can also dial a toll-free number- 1800 11 8004.

This year a total of 10,40,368 students registered for the Class X , XII exams, which includes 6,07,383 boys and 4,32,985 girls.

CBSE Results 2015: How to check class 10TH ,12th board exam on mobile, log on to cbseresults.nic.in, results to be declared today

 The Central Board of Secondary Education (CBSE) will declare the results of class 10TH ,XII examinations today at 12 noon. The results would be uploaded on a number of websites including on www.results.nic.in, www.cbseresults.nic.in and www.cbse.nic.in.

As per the latest reports of the CBSE Class 10TH ,12th results 2015 the total pass percentage is 82 percent out of which 87.5 percent are girls and 77.7 percent among boys. Thiruvananthapuram tops with 95.41 percent.

CBSE result 2015: Delhi girl M Gayatri tops exam, outshine boys in CBSE Class 10TH ,XII results

M Gayatri of New Green Fields school, New Delhi has topped the exam in the country securing 99.2 per cent. She scored 496 marks out of 500.

In all, 10,40,368 candidates had registered for class XII examination this year, an increase of about 1.2 per cent candidates over that of last year.

The Central Board of Secondary Education (CBSE) on Monday declared the results for class XII examination, with 82 per cent students passing the exam and girls faring better than boys. The pass percentage of girls stood at 87.56 as compared to 77.77 per cent of the boys.

The overall pass percentage was marginally lower than last year where 82.70 per cent students had passed the exam as against 82 per cent this year. Thiruvananthapuram Region registered the highest pass percentage at 95.41.

Photocopies of the evaluated answer sheets will be provided to the candidate(s) requesting for it and only to those candidates who have applied for verification of marks.
Applications will be accepted by the Board from June 13 to June 17, CBSE said in a statement. It also said only those candidates who apply for verification of marks and for obtaining photocopy of the evaluated answer book can apply for re-evaluation in maximum 10 questions each.
The re-evaluation of answer books will be available for subjects such as English Core, English Elective (NCERT), English Elective (CBSE), Hindi Core, Hindi Elective, Mathematics, Physics, Chemistry, Biology, Business Studies, Economics and Accountancy.
The compartmental Examination will be held on July 16, 2015.
