विपक्ष का सवाल:एक व्यक्ति को कारोबार क्यों देना चाहती है सरकार? सीएम बोले, कोई धांधली है तो करा ले मेरी संपत्ति की जांच
देहरादून:शराब कारोबार में एफएलटू (विदेशी मदिरा के थोक केंद्र) को लेकर सरकार और विपक्ष के बीच तकरार और ज्यादा बढ़ गई है। नेता विपक्ष अजय भट्ट ने इस मुद्दे पर एक बार फिर सरकार को कठघरे में खड़ा करने का प्रयास किया है। उन्होंने सवाल दागा कि आखिर सरकार एक व्यक्ति के हाथों में कारोबार क्यों देना चाहती है? आखिर ये क्या धांधली है? विपक्ष के सवाल पर मुख्यमंत्री ने कहा कि यदि एफएलटू में धांधली जैसी कोई बात है तो विपक्ष उनकी संपत्ति की जांच करा ले। इस पर भट्ट का कहना है कि उन्होंने मुखिया पर नहीं बल्कि सरकार की मंशा पर सवाल उठाया है। बहरहाल इस मसले पर सरकार और विपक्ष के बीच खासी जंग छिड़ गई है। विपक्ष का आरोप
नेता विपक्ष अजय भट्ट का आरोप है कि सरकार आबकारी नीति में एफएलटू लाकर इस कारोबार को एक व्यक्ति के हवाले कर देना चाहती है। उनकी मानें तो इसमें बड़ा खेल हुआ है। उनका कहना है कि सरकार के इस कदम से शराब व्यवसाय में सिंडिकेट बन जाएगा। सवाल किया कि पिछले साल जब आबकारी नीति तय हो गई थी तो उसमें एफएलटू का नया प्रावधान क्यों जोड़ गया? मुख्यमंत्री का जवाब
मुख्यमंत्री ने विपक्ष के सवालों का जवाब दिया कि एफएलटू सरकार इसलिये ला रही है  ताकि इस व्यवसाय पर सिंडीकेट को खत्म किया जा सके। उन्होंने कहा कि नई नीति से न सिर्फ सिंडीकेट टूटेगा बल्कि सरकार की आमदनी भी बढ़ेगी। सबसे खास उपभोक्ताओं को अच्छी गुणवत्ता की शराब मिल सकेगी। विपक्ष का पलटवार
लेकिन विपक्ष ने मुख्यमंत्री के इस तर्क को यह कहकर खारिज कर दिया कि भाजपा सरकार से पूर्व एफएलटू की व्यवस्था थी। इस व्यवस्था से राज्य में एक व्यक्ति का पूरे कारोबार पर कब्जा था। घटिया गुणवत्ता की शराब बेची गई। सरकार का राजस्व भी नहीं बढ़ा। आपराधिक घटनाएं हुईं। इन सब पर काबू पाने के लिये नीति बदली गई और जिलों में कई एफएलटू दिये गए। इससे गुणवत्ता में सुधार आया और राजस्व वृद्धि हुई। तीन कारोबारियों का कब्जा
मुख्यमंत्री के मीडिया सलाहकार सुरेन्द्र कुमार ने भाजपा पर यह कहकर निशाना साधा कि पूर्व भाजपा सरकार से चली आ रही नीति के तहत शराब के 80 फीसदी से अधिक कारोबार पर तीन शराब व्यवसायियों का कब्जा है और नेता प्रतिपक्ष इन तीनों के हितों की लड़ाई लड़ रहे हैं। उन्होंने भाजपा और शराब माफिया से रिश्तों का भी खुलासा किया। सरकार पर गुमराह करने का आरोप
नेता विपक्ष ने इस आरोप को सिरे से खारिज करते हुये कहा कि सरकार गलत तथ्य पेश करके जनता को गुमराह कर रही है। उन्होंने सवाल किया कि आबकारी नीति में ये शर्त है कि एफएलटू उसी कंपनी को दिया जाएगा जिसकी शराब की फैक्ट्री होगी। उन्होंने कहा कि जिन तीन व्यवसायियों पर सरकार सवाल उठा रही है, उनमें से किसी की भी राज्य में फैक्ट्री नहीं है। सवाल यह है कि सरकार ने इनका एफएलटू क्यों जारी रखा?

इस बार तो शराब पी जाएगी पब्लिक के मुद्दे

देहरादून: इस महीने की 11 तारीख से विधान सभा का बजट सत्र शुरू होने जा रहा है। लेकिन इस सत्र में जनसरोकारों से जुड़े मुद्दे उठ पाएंगे, इसकी उम्मीद कम ही है। जिस तरह से ऐन सत्र से पहले सरकार और विपक्ष शराब के मुद्दे पर तेवर दिखा रहे हैं, उससे यही अंदेशा गहरा रहा है कि इस बार ‘पब्लिक’ के मुद्दों को शराब पी जाएगी। दुर्भाग्य से जब भी बजट सत्र आता है तो उसमें जनता से जुड़े मुद्दे हाशिये पर चले जाते हैं और जिन मुद्दों को विपक्ष गुब्बारे की तरह फूलाता है, सत्र के समापन के साथ ही उसकी हवा भी निकल जाती है। 

सिडकुल भूमि घोटाला इसकी ताजा बानगी है। पिछले बजट सत्रों के दौरान विपक्ष ने इस मुद्दे पर कई दिन तक सदन की कार्यवाही ठप रखी। लेकिन जब सत्र संपन्न हो गया तो विपक्ष ने इस मुद्दे पर रहस्यमय ढंग से चुप्पी साध ली। विपक्ष के इस रवैये ने सरकार का काम और भी आसान कर दिया और वह जनसरोकारों से जुड़े जिन सवालों पर घिर सकती थी, उनकी कभी बारी आई ही नहीं। सदस्यों के लिये बेहद अहम माने जाने वाले प्रश्नकाल विपक्ष और सरकार के आपसी घमासान की भेंट चढ़ गए। राज्य की नीतियों से जुड़े विधेयक बिना किसी सारगर्भित चर्चा के कानून बन गए और दुर्भाग्य से ये परंपरा टूटती दिखाई नहीं दे रही है।

 11 मार्च से सत्र शुरू होने जा रहा है। लेकिन ऐन सत्र से पहले शराब के मुद्दे पर विपक्ष और सरकार के बीच घमासान शुरू हो गया है। दोनों इस मुद्दे पर फिर उलझते दिखाई दे रहे हैं। विपक्ष ने सदन के भीतर सरकार से हिसाब चुकता करने का संकेत कर दिया है। सरकार ने भी जिस अंदाज में पलटवार किया है, उससे साफ है कि वह भी दो-दो हाथ करने को तैयार है। रोचक तथ्य यह है कि शराब के जिस कारोबारी पोंटी चड्ढा के हित-अहित को लेकर ये लड़ाई लड़ी जा रही है, वो इस दुनिया में भी नहीं है।

यह बड़ा सवाल है कि क्या एक बार फिर शराब सरीखे मुद्दे के लिये विधान सभा सत्र की कुर्बानी दी जाएगी? क्या शराब राज्य के बुनियादी सवालों से भी बड़ा मुद्दा हो गई है? पिछले एक दशक से पहाड़ की जनता सरकारों से चीख-चीख कर सवाल पूछ रही है कि आखिर उनके गांव के अस्पताल में डॉक्टर कब आएंगे? स्कूल, कॉलेज और तकनीकी संस्थानों में खाली मास्टरों के खाली पदों को कब भरा जाएगा? खस्ताहाल सड़कों की स्थिति कब सुधरेगी? क्या सूबे की जनता को अपने प्रतिनिधि पर इतना भी अधिकार नहीं है कि वह उनकी आवाज सदन के भीतर उठाए? उन पर पूरा अधिकार है। 

मगर उन्हें कभी सिडकुल भूमि घोटाले तो कभी शराब के मुद्दों से फुरसत मिले तो वह जन सरोकारों के मसलों पर ध्यान केंद्रित करें। इस बार भी कई ज्वलंत सवाल हैं जिनके सरकार से जवाब मांगे जाने चाहिए। मसला चारधाम यात्रा मार्ग की खराब स्थिति का है, बेरोजगारों के भत्ते का है, खाद्यान्न से खाली राशन की दुकानों का है, बिना लैंड यूज चेंज किये बिल्डर के नाम भूमि करने का है, आपदा से बेघर और बर्बाद हुये लोगों का है, स्वास्थ्य, शिक्षा, सड़क, पानी से जुड़े सैकड़ों के मुद्दे हैं जिन पर सरकार जवाब मांगा जाना चाहिए, लेकिन सरकार और विपक्ष के बीच छिड़ी जंग यही संकेत दे रही है कि जनसरोकारों से जुडेÞ मुद्दों को एक अकेली शराब पी जाएगी।

ABOUT INTERNATIONAL WOMEN'S DAY (8 March)

International Women's Day has been observed since in the early 1900's, a time of great expansion and turbulence in the industrialized world that saw booming population growth and the rise of radical ideologies. 

1908

Great unrest and critical debate was occurring amongst women. Women's oppression and inequality was spurring women to become more vocal and active in campaigning for change. Then in 1908, 15,000 women marched through New York City demanding shorter hours, better pay and voting rights.

1909

In accordance with a declaration by the Socialist Party of America, the first National Woman's Day (NWD) was observed across the United States on 28 February. Women continued to celebrate NWD on the last Sunday of February until 1913.

 

1910

n 1910 a second International Conference of Working Women was held in Copenhagen. A woman named a Clara Zetkin (Leader of the 'Women's Office' for the Social Democratic Party in Germany) tabled the idea of an International Women's Day. She proposed that every year in every country there should be a celebration on the same day - a Women's Day - to press for their demands. The conference of over 100 women from 17 countries, representing unions, socialist parties, working women's clubs, and including the first three women elected to the Finnish parliament, greeted Zetkin's suggestion with unanimous approval and thus International Women's Day was the result.

1911

Following the decision agreed at Copenhagen in 1911, International Women's Day (IWD) was honoured the first time in Austria, Denmark, Germany and Switzerland on 19 March. More than one million women and men attended IWD rallies campaigning for women's rights to work, vote, be trained, to hold public office and end discrimination. However less than a week later on 25 March, the tragic 'Triangle Fire' in New York City took the lives of more than 140 working women, most of them Italian and Jewish immigrants. This disastrous event drew significant attention to working conditions and labour legislation in the United States that became a focus of subsequent International Women's Day events. 1911 also saw women's 'Bread and Roses' campaign.

1913-1914

On the eve of World War I campaigning for peace, Russian women observed their first International Women's Day on the last Sunday in February 1913. In 1913 following discussions, International Women's Day was transferred to 8 March and this day has remained the global date for International Women's Day ever since. In 1914 further women across Europe held rallies to campaign against the war and to express women's solidarity.

1917

On the last Sunday of February, Russian women began a strike for "bread and peace" in response to the death over 2 million Russian soldiers in war. Opposed by political leaders the women continued to strike until four days later the Czar was forced to abdicate and the provisional Government granted women the right to vote. The date the women's strike commenced was Sunday 23 February on the Julian calendar then in use in Russia. This day on the Gregorian calendar in use elsewhere was 8 March.

1918 - 1999

Since its birth in the socialist movement, International Women's Day has grown to become a global day of recognition and celebration across developed and developing countries alike. For decades, IWD has grown from strength to strength annually. For many years the United Nations has held an annual IWD conference to coordinate international efforts for women's rights and participation in social, political and economic processes. 1975 was designated as 'International Women's Year' by the United Nations. Women's organisations and governments around the world have also observed IWD annually on 8 March by holding large-scale events that honour women's advancement and while diligently reminding of the continued vigilance and action required to ensure that women's equality is gained and maintained in all aspects of life.

2000 and beyond

IWD is now an official holiday in Afghanistan, Armenia, Azerbaijan, Belarus, Burkina Faso, Cambodia, China (for women only), Cuba, Georgia, Guinea-Bissau, Eritrea, Kazakhstan, Kyrgyzstan, Laos, Madagascar (for women only), Moldova, Mongolia, Montenegro, Nepal (for women only), Russia, Tajikistan, Turkmenistan, Uganda, Ukraine, Uzbekistan, Vietnam and Zambia. The tradition sees men honouring their mothers, wives, girlfriends, colleagues, etc with flowers and small gifts. In some countries IWD has the equivalent status of Mother's Day where children give small presents to their mothers and grandmothers.

The new millennium has witnessed a significant change and attitudinal shift in both women's and society's thoughts about women's equality and emancipation. Many from a younger generation feel that 'all the battles have been won for women' while many feminists from the 1970's know only too well the longevity and ingrained complexity of patriarchy. 

With more women in the boardroom, greater equality in legislative rights, and an increased critical mass of women's visibility as impressive role models in every aspect of life, one could think that women have gained true equality. The unfortunate fact is that women are still not paid equally to that of their male counterparts, women still are not present in equal numbers in business or politics, and globally women's education, health and the violence against them is worse than that of men.

However, great improvements have been made. We do have female astronauts and prime ministers, school girls are welcomed into university, women can work and have a family, women have real choices. And so the tone and nature of IWD has, for the past few years, moved from being a reminder about the negatives to a celebration of the positives.

Annually on 8 March, thousands of events are held throughout the world to inspire women and celebrate achievements. A global web of rich and diverse local activity connects women from all around the world ranging from political rallies, business conferences, government activities and networking events through to local women's craft markets, theatric performances, fashion parades and more.

Many global corporations have also started to more actively support IWD by running their own internal events and through supporting external ones. For example, on 8 March search engine and media giant Google some years even changes its logo on its global search pages. Year on year IWD is certainly increasing in status. The United States even designates the whole month of March as 'Women's History Month'.

So make a difference, think globally and act locally !! Make everyday International Women's Day. Do your bit to ensure that the future for girls is bright, equal, safe and rewarding.

वाशिंगटन । ह्वाइट हाउस के दक्षिणी लॉन में शनिवार को धमाके की तेज आवाज के बाद कुछ देर के लिए अफरा-तफरी मच गई। खुफिया सेवा के अधिकारियों ने आनन-फानन में प्रेस वार्ता कक्ष के दरवाजों और खिड़कियों को बंद कर दिया और आसपास की सुरक्षा बढ़ा दी। हालांकि, बाद में सुरक्षा अलर्ट को वापस ले लिया गया।

The White House was put on lockdown on Saturday after a loud noise was heard on the South Lawn moments before President Barack Obama and his family were due to take off by helicopter, a White House pool report said on Saturday.
It said the noise prompted Secret Service agents to move the press back into the briefing room, lock the doors and put the building on lockdown.
Obama and his family were not yet on the South Lawn when the noise was heard.
"Lockdown continues, although it doesn't appear as though there's a high level of consternation among Secret Service walking outside," the pool report added later.
No further details were immediately available.
Obama and his family were about to depart by helicopter to Andrews Air Force Base to board Air Force One and travel to Selma, Alabama, to commemorate the 50th anniversary of a civil rights march.

Masrath Alam, leader of the hardline-faction of Hurriyat, who had spearheaded the stone-pelting agitations in the valley in 2008 and 2010, was released from prison following the new government's policy of freeing political prisoners who do not face criminal charges.
The orders for the release of 42-year-old Alam, chief of the Jammu Kashmir Muslim League, was issued by the home department, said a top police official in Baramulla, where Alam was lodged in the prison.
Earlier in the day, DGP K Rajendra said that police would comply with the directions of chief minister Mufti Mohammad Sayeed, who has sought release of all political prisoners who do not face any criminal charge.
"Yes, all the directions issued by the government (on release of political prisoners from jails in the state) will be complied with. Let us be assured about it," director general of police (DGP), J&K, K Rajendra Kumar told reporters on Saturday.
He was asked whether the process of release of political prisoners has begun at the level of the police.
"Any direction coming from the the government would be looked into and would be worked out," the DGP said.
In a meeting with the police chief here on Wednesday, Sayeed had asked the police to initiate a process of releasing all political prisoners in the State against whom no criminal charges have been registered.
He had also directed the DGP to prepare a comprehensive plan for the rehabilitation of surrendered and released militants.
Asked whether police has formulated any plan for release of separatists, including those who took part in stone pelting in 2008 and 2010, like separatists Masarat Alam and Qasim Faktoo, he said, "We will get back to you. We will come back with our views when we are ready with the blue print."
"At the moment, we will not be able to say much on that. Let us work on that then we will get back to you," he said.

Re-arrest Masrat Alam or face protests: BJYM to J-K govt

Activists of the Bharatiya Janata Yuva Morcha (BJYM) on Saturday protested against the BJP-PDP government over the realese of hardliner Hurriayat Conference lader Masrat Alam. BJYM said BJP activists will hold protest rallies across the state if the state government fails to re-arrest the Hurriayat lader who was accused of inciting youth during the 2010 unrest in the Kashmir Valley in which at least 112 people were killed in bloody clashes between unruly mobs and security forces.
BJYM district vice-president Ajay Pargwal criticised Chief Minister Mufti Muhammad Sayeed for releasing Alam who was involved in stone pelting incidents in Kashmir Valley.

The Jammu and Kashmir government on Saturday released separatist leader Masrat Alam from preventive detention after more than four years.
Reacting to Alam's release, Mufti said that there is no need to make such a big issue about it, people are released all the time.
Chief Minister Mufti Muhammad Sayeed had earlier said that all separatist leaders under detention would be released.

Firefox browser from Mozilla is one of the most popular web browsers available. It has a big user base and market share. Recently Mozilla ditched Flash in the builds of its Nightly version and it has opted for Shumway which is a way to play Flash content without the need of plugins. Apart from this, Mozilla is doing some strategic changes as well. It has decided to go with the Yahoo search in US instead of its long time partner Google.
People prefer Mozilla Firefox due to many reasons like a good variety of extensions and low RAM consumption while running. Mozilla is my personal favorite web browser and I find it simpler and faster than its counterparts.
Today, I would like to share some of my tried and tested techniques to speed up the browsing and make Mozilla Firefox faster than ever.

Method 1: Using pipeline to make Mozilla Firefox faster

1. Type “about:config” into the address bar and press Enter. Now click “I’ll be careful, I promise!“
   
2. Type “pipelining” in the search box
3. Search for “network.http.pipelining”. By default it’s false, now set it to true by double clicking on the option.
4. Now set “network.http.proxy.pipelining” to true by double-clicking it.
5. Set “network.http.pipelining.maxrequests” to 8 (it’s 32 by default) by double-clicking it. This means it will make 8 requests at once.
   
6. Now restart your Browser and you will be experiencing a faster browsing.

Method 2: Using Speedup extension to make Mozilla Firefox faster

I personally don’t like a lot of extensions installed in my Firefox browser because they are also responsible for slowing down the browser, so if you are not using any extension for long, please disable them. But there are some extension which can make your page load faster in Firefox.

1. Fasterfox: This is an official extension from Mozilla Firefox to “Make your Sites Faster than a Fox for Firefox!” Download the extension
2. Speedyfox: Another extension to speed up your browsing. Download the extension from Here
3. Betterfox: Another official extension by Mozilla “To make browsing experience 15 times faster” as it claims. Download this speedup extension Here

Method 3: Random methods to make Mozilla Firefox faster

To be honest with you, this is not even a method to mention, but if you are missing these things then you should give these a try:

1. Clear browsing history regularly.
2. Removing unnecessary add-ons and toolbars.
3. Disable Firefox Auto-update.
4. Block Flash.

If you follow the step then it will definitely help to increase your browsing speed and provide you a more satisfactory browsing experience.

Biggest Ever VLC Release: Download Here for Windows, Mac, Linux, Android, iOS, Windows Phone, Windows RT, Android TV

VLC the world’s most popular video popular video player has launched its biggest ever release of VLC to date. Your favorite open source media player is now better than ever with its stable version of VLC 2.2.0 with another release of VLC 3.0.0 scheduled later this year.
VLC said that this massive release is a result of more than a year of volunteer work on VLC engine and libVLC library. The new VLC 2.2.0 is improved with 1,000 bug fixes, tons of new features and support for new formats.
In its biggest ever release, VLC has covered all major platforms including Windows, Linux, Mac, Android, Windows Phone, iOS, Window RT and Android RT. VideoLAN definitely hopes to continue this coordinated release across all platforms, but VideoLAN president Jean-Baptiste Kempf refuses to make any such promises for future as releasing VLC for all platforms is an enormous task.

What different in new VLC and why should you download it?

In-app extensions and subtitles: VLC already provided an extension marketplace offering features like radio, YouTube playlist parser, variety of skins, lyrics fetchers etc. But earlier you had to download them from a website and save to VLC directory. Now you don’t need to do this. In VLC 2.0.0 go to Tools > Plugins and extensions and you got in-app extensions. For subtitles go to View > Download subtitles and perform the search.

Resume playback: This important feature already existed in mobile versions and now it’s available for desktop versions. When you open a previously opened file in VLC 2.2.0, you’ll be given an option to resume playback from where you left it the last time.

Material design: With the release of version 1.0.0 for Android, VLC has now grown out of its beta status. The new version is updated to match the material design of Android.

VLC for ARM processor devices: While people are ditching the support for Windows RT tablets, VLC isn’t doing the same. VideoLAN has released the beta version of the player and you can catch it in the Windows Store.

Support for Digital Cinema Packages: VLC 2.2.0 now supports Digital Cinema Packages used by the movie theatres. Also, the support for interactive Blu-ray menus is new and experimental.

Automatic rotation of vertical videos: This hardware acceleration powered feature is now available on select platforms for MP4, MOV, MKV and h.264 video files.

VLC for UltraHD- 4K: Now VLC manages 4K videos in a better way using VP9 and H265 codecs.

What’s next for VLC?

In a statement, VideoLAN president said that he’s very happy with this VLC 2.2.0 release and they are working on many new features for VLC 3.0.0. The new version is scheduled to be released later this year. It will feature ChromeCast integration, MPEG transport streams, adaptive streaming and more support for other platforms and file types.

uTorrent Installs a Bitcoin Miner to Steal CPU Power from Your PC

uTorrent is one of the most popular torrent clients out there and a new update in the software has brought some unwanted package along with itself. Along with the new update, your PC may be running a Bitcoin miner as a background process without letting you know.
This new upgraded version is 3.4.2 build 28913. Many uTorrent users have reported this on forums. People were shocked to notice the sharp increase in the CPU usage after the update. On investigating furthermore, it was found that uTorrent itself wasn’t using the CPU power, instead it was being done by a software called EpicScale, which is a Bitcoin mining application.

What is Bitcoin and bitcoin mining?

Bitcoin is a type of digital currency which uses several encryption techniques for regulation of generation of currency units and fund transfer verification. No one prints it or controls it. It’s controlled and generated by lots of people all around the world by solving mathematical problems using software. This creation of bitcoins is called mining and users are rewarded by fresh bitcoins and transaction fees.
Bitcoin has been a part of BitTorrent’s experiment since years as a banner ad in uTorrent to monetize it. It’s possible that BitTorrent has partnered with EpicScale to increase its income. This is cool and none of our business, but the twist comes when users report that the update doesn’t mention any instance of warning or notice.
Also, know ways to download torrent files without using uTorrent or other clients.
Using user’s CPU power this way is a serious infiltration. The parent company BitTorrent replied to the queries that they’ve scanned their installer and uTorrent doesn’t do such activity without user’s consent. Some users have updated the uTorrent (including me) and they didn’t find EpicScale being forced via the installation.

So what’s the truth and what to do?

It may be some kind of error at the distribution partner end. There’s another possibility that users forgot to read the warning and continued to install this risky update.
If you’re noticing a sharp rise in CPU usage after the update, check if there’s some program named EpicScalei running in your system. Check this by going to Programs and features in Control Panel or via Task Manager.

Plug in USB Cable from Your Desktop Computer/Laptop to Android Phone.
In Android phone go to settings -> Wireless & Networks ->Tethering & portable hotspot and tap it.
Now Check "USB Tethering".
Now You will be able to use the data connection from the phone on your PC/Laptop.

1.2 Portable Wi-Fi Hotspot
Configure Wi-Fi Hotspot in Android Phone. For That go to settings -> Wireless & Networks ->Tethering & portable hotspot -> Portable Wi-Fi hotspot settings -> Configure Wi-Fi hotspot.
Network SSID – priceandspecification
Security – WPA2 PSK
Password – 87654321 or you can set any 8 digit number.
Save it.
In Android phone go to settings -> Wireless & Networks ->Tethering & portable hotspot and tap it.
Check "Portable Wi-Fi hotspot"
Now You will be able to use the data connection from the phone on your (Wi-Fi enabled Devices) PC/Laptop.
