पलवल । जल, जंगल और जमीन संरक्षण के आंदोलन को नेतृत्व देने के लिए अन्ना हजारे एकबार फिर मैदान में उतर गए हैं। देशवासियों को दिल्ली के रामलीला मैदान पहुंचने का आह्वान करते हुए उन्होंने शुक्रवार को पलवल के ऐतिहासिक गांधी सेवाश्रम से यात्रा शुरू कर दी। लक्ष्य है 'असली आजादी'। उद्देश्य है भ्रष्टाचार, गरीबी और अशिक्षा से मुक्ति।
भ्रष्टाचार के खिलाफ मजबूत लोकपाल लाने के लिए जन आंदोलन चला चुके प्रख्यात समाजसेवी अन्ना हजारे अब जल, जंगल और जमीन के संरक्षण के लिए आंदोलनरत देश के प्रमुख संगठनों का नेतृत्व करेंगे। भ्रष्टाचार, गरीबी, अशिक्षा-मुक्तअसली आजादी के लिए अन्ना ने देशवासियों का आह्वान किया कि सभी राज्यों-जिलों में जाकर पदयात्रा कर लोगों को जागरूक करें और दिल्ली के रामलीला मैदान की ओर कूच करें। हरियाणा के पलवल में एकता परिषद की तरफ से शुरू हुए भूमि अधिकार चेतावनी सत्याग्रह पदयात्रा में शामिल होने देश भर से आए किसानों-मजदूरों को संबोधित करते हुए अन्ना हजारे ने कहा कि इस बार दिल्ली में बैठ जाएंगे तो तब तक नहीं जाएंगे, जब तक देश में लोकतंत्र कायम नहीं हो जाता। इसके लिए बेशक जेल भरो आंदोलन क्यों न करना पड़े।
अन्ना ने कहा कि अपने अधिकारों के लिए जनता देश की सभी जेलों को भर देगी। संसद के बजट सत्र में भूमि अधिग्रहण विधेयक को रखे जाने के खिलाफ दिल्ली कूच करने वाले सत्याग्रहियों को हरी झंडी दिखाने से पहले अन्ना हजारे ने इस विधेयक को किसानों के खिलाफ और उद्योगपतियों के पक्ष में बताया। उन्होंने केंद्र सरकार पर सीधे निशाना साधते हुए कहा कि लोकसभा चुनाव से पहले सुना था कि अच्छे दिन आएंगे मगर अब केंद्र की नौ महीने की सरकार में सिर्फ उद्योगपतियों के ही अच्छे दिन आए हैं।
हजारे ने कहा कि 23 व 24 फरवरी को दिल्ली में जंतर-मंतर पर जल, जंगल और जमीन संरक्षण में जुटे सभी प्रमुख संगठन एक मंच पर दिखाई देंगे। सत्याग्रहियों के इस मंच पर अन्ना के साथ राष्ट्रीय परिषद के संयोजक एवं जल, जंगल, जमीन संरक्षक आंदोलन के प्रणेता पीवी राजगोपाल, जलपुरुष राजेंद्र सिंह, नर्मदा बचाओ आंदोलन की संयोजक मेधा पाटेकर, सामाजिक कार्यकर्ता अरुणा राय, एन.सुब्बाराव, विनोबा भावे के शिष्य बाल विजय, एक समय में भाजपा के थिंक टैंक रहे केएन गोविंदाचार्य और पूर्व केंद्रीय मंत्री आरिफ मुहम्मद खान भी मौजूद थे।

The figures show that there is no let-up in the impact of the virus as it claimed 39 more lives between February 16-17. 

NEW DELHI: Swine flu deaths have soared to 663 across the country while number of people affected by it breached the 10,000 mark as the virus spread to new places like Nagaland.

The figures show that there is no let-up in the impact of the virus as it claimed 39 more lives between February 16-17.


Health minister J P Nadda said there was no dearth of medicines and hospitals were equipped to deal with swine flu. The ministry said states have also not made any demand regarding drugs, diagnostic kits and other wherewithal to deal with the issue.

Central government figures show that 10025 people have suffered from H1N1 virus so far this year, a new high in recent years.

There also appears to be some anomaly in figures reported by the Centre and reports coming from states. While the central data shows only three persons contracted the virus in Jammu & Kashmir this year, a senior health official from the state said at least one person had died due to it while over 70 people have tested positive.

"There have been two deaths so far of patients who were infected with the H1N1 virus and 71 more patients have tested positive for the virus and are undergoing treatment," director, Sher-e-Kashmir Institute of Medical Sciences (SKIMS), Showkat Zargar told reporters in Srinagar.

He said while one death was confirmed to have occurred due to the virus, another female patient had critical cardiac ailments as well and may have died of those ailments.

Nagaland reported its first confirmed case with a woman testing positive for the flu.

Rajasthan, Gujarat and Madhya Pradesh are the worst-hit states with 183, 155 and 90 deaths reported from there respectively. In Punjab, the toll has risen to 24 while in neighbouring Haryana, the total number of deaths is 17.

Six people have died in Uttar Pradesh where the number of positive cases has touched 114. Meanwhile, AMU authorities said eight confirmed cases have been reported from the varsity's community, thus justifying the suspension of all classes and academic activity at the campus till February 25.

Stepping up its efforts, health ministry has started a new testing facility at AIIMS while a round-the-clock monitoring cell is in operation at the National Centre for Disease Control (NCDC).

"Teams of experts from the health ministry have visited states of Telangana, Gujarat and Rajasthan to extend technical support. Two such teams are being sent today to Madhya Pradesh and Maharashtra," it said in a statement today.

The ministry has asked states to study patterns in mortality such as which areas, age groups and section of people have been most affected, in addition to deaths due to co-morbid conditions.

Meanwhile, the Delhi government ordered all private medical labs not to charge more than Rs 4,500 to carry out tests for the viral disease. The move comes following complaints of several patients that tests are being conducted at exorbitant rates in the city's private labs.

On the first day of auction, textile trader Rajesh Juneja and Global Modi Fan Club's Rajesh Maheshwari had made a bid of Rs 1.21 and Rs 1.25 crore respectively.
There were four other bids of less than Rs 1.21 crore for the suit which Modi had worn during his meeting with the US President Barack Obama.
As the monogrammed bandhgala, which according to some reports is worth Rs 10 lakh, hogged all the limelight at the auction, initially there were few takers for the humble Cricket Australia T-shirt gifted to Modi by bowling great Brett Lee which attracted bids ranging between Rs 1500 and Rs 2000.
However, towards the evening a BJP MLA from Surat and a city-based businessman made two separate bids of Rs 1.11 lakh each for the football world cup jersey and cricket Australia T-shirt gifted to Modi.
Harsh Sanghvi, MLA from Surat's Majura assembly seat, said he will donate the FIFA World Cup T-shirt to a team of blind sportspersons if he won the bid.

| Feb 19, 2015  AURANGABAD: Forty-five days, 93 suicides. 2015 has started quite ominously for farmers in the perennially parched Marathwada region and activists blamed the fickle weather and the delay in release of government compensation for this.

The divisional commissionerate has reported as many as 93 farmers' suicides in Marathwada in the last 45 days since January 1. Last year, the region had reported 569 farmers' suicides as against 207 in 2013.

A committee of each taluka comprising the tehsildar, police officer, taluka agriculture officer, sarpanch and a panchayat samiti member probes a suicide case to confirm if the death was due to debt burden. A farmer committing suicide is eligible for compensation only if he possesses land and is debt-ridden. Moreover, he should have taken loan only from either nationalized or co-operative banks and registered money-lenders. There has to be follow up from the banks concerned for the repayment of the loan.

Divisional commissioner Umakant Dangat said, "Farmer suicide is one of the biggest challenges before the administration. Crop failure and debts are considered the main reasons for farmers' suicide. This is common in an area where the single crop pattern is in practice. Ensuring water security for the farmers via water management is the solution to the problem in a region like Marathwada."

He added that the farmers should be introduced to some sustainable means of farming system. Agriculture here needs to be supplement by allied activities like vegetable production, diary, so that farmer suicides are brought down to a great extent.

Of the total farmers' suicides committed this year in the region, 26 have been reported from Beed, closely followed by Nanded (20) and Osmanabad (18). Parbhani has reported one farmer suicide, while Jalna, Hingoli, Aurangabad and Latur districts have reported three, four, nine and 12 farmer suicides, respectively.

"The delay in distribution of compensation is the biggest reason for the farmers to take the extreme step. Besides, the vicious cycle of crop loan in combination with erratic monsoon in the region leaves the farmers with no option but to take the extreme step," said farmer activist Jayajirao Suryawanshi.

Of the 93 deaths, the administration has 26 cases pending for inquiry because of which compensation has not been granted. District collector Naval Kishor Ram said, "Once a farmer suicide is reported, we send it to the block level committee including tehsildar, police inspector and agriculture officer. There are two levels of inquiries conducted and they ideally take at least one month. We ensure there is no delay in the release of compensation."

Google warns of US government 'hacking any facility' in the world

Google says increasing the FBI’s powers set out in search warrants would raise ‘monumental’ legal concerns that should be decided by Congress

In particular, Google sounds the alarm over the FBI’s desire to ‘remotely’ search computers that have concealed their location.

Google is boldly opposing an attempt by the US Justice Department to expand federal powers to search and seize digital data, warning that the changes would open the door to US “government hacking of any facility” in the world.
In a strongly worded submission to the Washington committee that is considering the proposed changes, Google says that increasing the FBI’s powers set out in search warrants would raise “monumental and highly complex constitutional, legal and geopolitical concerns that should be left to Congress to decide”.
The search giant warns that under updated proposals, FBI agents would be able to carry out covert raids on servers no matter where they were situated, giving the US government unfettered global access to vast amounts of private information.

In particular, Google sounds the alarm over the FBI’s desire to “remotely” search computers that have concealed their location – either through encryption or by obscuring their IP addresses using anonymity services such as Tor. Those government searches, Google says, “may take place anywhere in the world. This concern is not theoretical. ... [T]he nature of today’s technology is such that warrants issued under the proposed amendment will in many cases end up authorizing the government to conduct searches outside the United States.”

Google raised its objections as part of a public consultation that ended on Tuesday. Its submission, and 37 others made by interested parties, will be considered by the Advisory Committee on Criminal Rules, an obscure but powerful Washington body consisting mainly of judges that has responsibility over federal rules including those governing the actions of the FBI.

Federal agents wishing to search a property have to apply to a judge for a warrant to do so. Under existing rules, known as Rule 41, the authorizing judge has to be located in the same district as the property to be searched.
But the Justice Department argues that in the modern computer age, such an arrangement no longer works. It is calling for the scope of warrants to be widened so that FBI agents can search property – in this case computers – outside the judge’s district. The FBI argues that this new power would be essential in investigations where suspects have concealed the location of their computer networks.

A comment to the committee from a coalition of prosecutors, the National Association of Assistant US Attorneys, said that “suspects are increasingly using sophisticated anonymizing technologies and proxy services designed to hide their true IP addresses. This creates significant difficulties for law enforcement to identify the district in which the electronic information is located.”
The Justice Department itself has tried to assuage anxieties about its proposed amendment. In its comment to the committee, DoJ officials say that federal agents would only request the new type of warrants where there was “probable cause to search for or seize evidence, fruits, or instrumentalities of crime”.

But civil liberties and legal groups remain unconvvinced, insisting that the language is so vaguely worded that it would have draconian and global implications. In its submission, the American Civil Liberties Union said that the proposed changes could violate the fourth amendment of the US constitution, which bans unreasonable searches and seizures.
The ACLU’s principal technologist, Christopher Soghoian, said: “The government is seeking a troubling expansion of its power to surreptitiously hack into computers, including using malware. Although this proposal is cloaked in the garb of a minor procedural update, in reality it would be a major and substantive change that would be better addressed by Congress.”

The FBI has been developing its computer surveillance techniques over almost 15 years. It now regularly uses “network investigative techniques”, or NITs, to implant malware software onto target devices that in effect allow agents to control the machine – they can turn on or off cameras and recording equipment, download the entire database of information and gain access to other linked computers.
Google argues such tactics run the risk of the private information of innocent third parties being hoovered up in a massive data sweep.

Recent high-profile hacks such as the breach of Sony Pictures, which the FBI blamed on North Korea, have highlighted global cybersecurity as a growing area of importance for the Obama administration. But the US government now stands accused of trying to acquire the ability to carry out routine extra-territorial hacking raids that it has accused other countries of conducting.

Google contends that by doing so, the US government risks undermining diplomatic arrangements it has built up with other countries over many years that allow cross-border investigations to take place with the approval of all parties.
“The US has long recognized the sovereignty of nations,” the company says in its submission, quoting legal authorities that say that in the absence of a treaty or other national agreement, “the jurisdiction of law enforcement agents does not extend beyond a nation’s borders”.

In October, FBI director James Comey gave remarks – widely derided by privacy watchers and tech-industry officials – in which he said “encryption threatens to lead us all to a very, very dark place”.
Comey asked: “Have we become so mistrustful of government and law enforcement in particular that we are willing to let bad guys walk away, willing to leave victims in search of justice?”

European Commission head Jean-Claude Juncker has said there could now be "a compromise" deal with Greece, after it asked for a loan extension.

The country is seeking a six-month assistance package, rather than a renewal of the existing deal which comes with tough austerity conditions. 

Details have not been made public, but any deal may differ from the current bailout conditions set by the eurozone.
Eurozone finance ministers will meet on Friday to discuss the latest move.
'Time deficits' The Greek request letter includes a pledge to maintain "fiscal balance" for a six-month period, while it negotiates with eurozone partners over long-term growth and debt reduction, Reuters has reported.
The Greek government was also reported as saying that its extension proposal was in order to give Athens enough time, without the threat of "blackmail and time deficits", to draw up a new agreement with Europe for growth over the next four years.

"[European Commission] President Juncker sees this letter as a positive sign, which, in his assessment, could pave the way for a reasonable compromise in the interest of the financial stability in the euro area as a whole," Commission spokesman Margaritis Schinas told a news briefing.

"The detailed assessment of the letter and the response is now up to the eurogroup," he said, referring to the Friday meeting in Belgium.
Bond repayments Greece faces running out of money by the end of the month without a deal.
The loan request follows days of negotiations between eurozone finance ministers and Greek government's anti-austerity Syriza party. 

How the German papers see the Greek negotiations: Popular tabloid Bild has a full page spread featuring pictures of Vladimir Putin and Alexis Tsipras with the headline: "The Russian or the Greek: who is more dangerous for us?" Underneath it says: "Europe is in the most difficult crisis it's seen for decades -- because two heads of government are aggressively demonstrating their power." 

A commentary in Frankfurter Allgemeine Zeitung says: "The Greek government appears to believe it can treat its partners like fools," accusing the Greek government of using Brussels like a stage for theatrics, adding that many people have simply had enough.
And the business paper Handelsblatt says the request for a loan extension changes very little. "It remains unclear whether Athens is willing to meet the conditions set by its creditors." And that, the paper says is crucial for the meeting of European finance ministers on Friday.

It will now be reviewed by the eurozone leaders, as well as representatives of the International Monetary Fund, the European Central Bank and the European Commission.
The president of the Eurogroup, Jeroen Dijsselbloem, confirmed through his twitter account that the request had been received.

On Monday night, Greece rejected a plan to extend its €240bn (£178bn) bailout, describing it as "absurd".
The eurozone element of Greece's EU-IMF bailout ends on 28 February.
Greece also needs to find 11.9bn euros ($13.5bn) for bond repayments by August.
The new government of Prime Minister Alexis Tsipras wants to reverse many of the financial obligations imposed as part of the post-2010 EU-IMF rescue packages.
The administration has halted privatisations and promised to increase wages and roll back labour market reforms.

A shocking incident of caste violence has been reported from Jalaun in which a Dalit man's nose was reportedly chopped off by members of an upper caste family for dining with them.
According to  the incident took place at Surpati village in Madhogarh area of Jalaun. Amar Singh, who works as a labourer in the Dalit--dominated village, had gone to a wedding with his master's family. At the event, he had food, after which some people created an uproar.

The report quoted BSP leader Daddu Prasad telling, "Some people on the bride's side raised the issue with them and other guests threatened to leave without having food on discovering that a Dalit was breaking bread with them."
The upper caste family members are reported to have told Amar Singh, "Tumne hamaari naak katwa di. Ab hum tumhaari naak kaatenge. (since you caused us such humiliation, you shall get equivalent punishment)." After which, they forced him down and slashed his nose with a domestic knife.

Bleeding heavily, Amar was rushed to a Jhansi hospital, said the report. A case was registered after Jhansi DIG AK Singh got the was informed about the incident. However, villagers allege that no arrests have been made so far due to the 'political connections' of the accused.
In the village, Dalits are not even allowed to touch the utensils used by upper castes. They are also not allowed to draw water from the same well.

सामाजिक परिवर्तन मंच के संयोजक व पूर्व मंत्री दद्दू प्रसाद ने कहा कि देश की आजादी के दशकों बाद भी कानून का राज स्थापित नहीं हो पाया है। आज भी मनु का कानून लागू है। यह बात उन्होंने जालौन में दलित समाज के व्यक्ति की कुछ दबंगों द्वारा नाक काटे जाने की घटना की भर्त्सना करते हुए कही।

फील्ड हॉस्टल में पत्रकारों से चर्चा करते हुए पूर्व बसपा नेता ने बताया कि जालौन के थाना माधौगढ़ के ग्राम सुरपति पुरा में नौ फरवरी को अमर सिंह दोहरे की कुछ दबंगों ने मारपीट करते हुए नाक काट ली थी।

पीड़ित का गुनाह केवल यह था कि उसने घटना से एक दिन पूर्व गांव की एक बारात में ठाकुर जाति के लोगों के साथ भोजन किया था। इसी से गुस्साए दबंगों ने अमर सिंह की नाक काट ली थी।

 

आरोपियों को गिरफ्तार नहीं कर रही पुलिस

पुलिस ने इस मामले में आरोपियों के खिलाफ धारा 323, 504 व 3 (1)10 एससी /एसटी एक्ट में मुकदमा दर्ज किया है, लेकिन घटना की अमानवीयता को दृष्टिगत रखते हुए यह धाराएं अपर्याप्त हैं। इसमें धारा 307, 325, 506 व 7 क्रिमिनल एक्ट भी बढ़ाया जाए। इसके अलावा पुलिस ने आरोपियों को अब तक गिरफ्तार नहीं किया है।

उक्त घटना सपा के गुंडाराज को आइना दिखा रही है। उन्होंने कहा कि इस घटना के संबंध में डीआईजी से वार्ता हुई है। डीआईजी ने तीन-चार दिन के भीतर आरोपियों की गिरफ्तारी व समुचित धाराओं में कार्रवाई का आश्वासन दिया है। कार्रवाई न होने की स्थिति में सामाजिक परिवर्तन मंच द्वारा आंदोलन छेड़ा जाएगा।

इस दौरान उन्होंने बसपा पर निशाना साधते हुए कहा कि पार्टी में कांशीराम का एजेंडा काफी पहले ही गुम हो चुका है। कांशीराम के सामाजिक परिवर्तन के एजेंडे से जो सहमत होंगे, वह मेरे साथ आएंगे।

उन्होंने कहा कि बसपा नेता व विधानसभा में नेता प्रतिपक्ष स्वामी प्रसाद मौर्य भी पार्टी में घुटन महसूस कर रहे हैं। इस दौरान पीड़ित अमर सिंह, सामाजिक परिवर्तन मंच के मंडल संयोजक प्रीतम सिंह आदि मौजूद रहे।

सफलतापूर्वक 1009 हफ़्ते चलने के बाद 'दिलवाले दुल्हनिया ले जाएंगे' बुधवार को मुंबई के थियेटर 'मराठा मंदिर' से उतर गई.

फ़िल्म आख़िरी बार मराठा मंदिर में सुबह सवा नौ बजे दिखाई गई. इसे पिछले साल दिसंबर में 'मराठा मंदिर' में लगे पूरे 1000 हफ़्ते हो गए थे.
भारतीय इतिहास में किसी भी थिएटर में सबसे लंबे समय दिखाई जाने वाली ये पहली फ़िल्म है.

आपसी सहमति

हालांकि 'मराठा मंदिर' फ़िल्म को हटाने के पक्ष में तब तक नहीं था जब तक कि उसे 'डीडीएलजे' के लिए ऑडियंस मिलती रहे.
पर फ़िल्म के मॉर्निंग शो के लिए थिएटर के स्टाफ़ को थोड़ा ज़्यादा काम करना पड़ रहा था.
इसके चलते यशराज फ़िल्म्स और 'मराठा मंदिर' दोनों ने आपसी सहमति से फ़िल्म हटाने का निर्णय लिया.

'Make in India' can't succeed unless it is made easier for people to do business here and the decisions are fast-tracked, Deepak Parekh says.

MUMBAI: Pitching for relaxing "administrative controls" to improve ease of doing business, top industry leader Deepak Parekh has said that impatience has begun creeping in among businessmen as nothing has changed on ground in first nine months of the Narendra Modi government.
He said the industry is still optimistic about the changes it expects from the Modi government, but optimism is not translating into revenues and there has been little improvement on 'ease of doing business' front so far.
Parekh, who is known as a guiding voice of the Indian industry and has been on a number of key government panels on various policy and reform matters, further said that 'Make in India' can't succeed unless it is made easier for people to do business here and the decisions are fast-tracked.

"I think there is still a lot of optimism among the people of the country and among the industrialists and entrepreneurs that the Modi government will be good for business, for progress, for reducing corruption. They think this government means business on all these fronts.
"However, after nine months, there is a little bit of impatience creeping in as to why no changes are happening and why this is taking so long having effect on the ground.

"The optimism is there but it is not translating into revenues. Any industry you see, when there is a lot of optimism, the growth should be faster," Parekh said in an interview.
Parekh, an eminent banker and chairman of financial services giant HDFC, has always been very vocal with his views on reform and policy measures taken by the various governments over the past three decades. He was among the first industry leaders to openly criticise the previous UPA government for "policy paralysis" after a spate of scams led to decisions getting delayed within the government and business began getting hurt.
"The thing is that our Prime Minister had a lucky period in these nine months. The world commodity prices are at all-time low which help India the most," Parekh said. Stating that India is again at a position when everyone is looking at it with high hopes, he said, "I don't see ease of doing business changing so far." Parekh cited the example of delay faced by his own group's HDFC Bank, the country's top private sector lender, with regard to approvals required for raising of funds, including from overseas.
"Things are happening at such a speed around the world, we need to move faster as well. Just to give you an example of our own case. We needed to raise some capital in HDFC Bank. It took more time this time than earlier years to get approvals from FIPB etc," Parekh said.

On benefits from oil prices, he said there are many countries that import oil but benefits have been huge for India. Japan is also one of the countries that imports oil. But it does not make any difference to Japan with the reserves of oil they have, whether oil is at USD 50 or USD 40 or even USD 110. Also, they are willing to pay higher price because they can afford it, but we can't.
"We have fiscal deficit and shortage of foreign exchange. These factors, when the government came into power, this was not there on the cards. No one had ever anticipated this (fall in oil prices). Just like none of the 7-8 opinion polls predicted 67-3 in Delhi, no one predicted among the oil analysts at the big firms that the oil will become USD 55. No one predicted this," he said while emphasising that the first nine months of the Modi government has been extremely lucky for it. Elaborating on HDFC Bank's example with regard to 'ease of doing business', Parekh said, "It got FIPB approvals. Then FIPB minutes had to be signed, and then it had to go to the Cabinet Committee on Economic Affairs.
"People were helpful but processes have not changed. Now we are a 20-year-old organisation and we are within the limits (of 74 per cent foreign investment cap). Why can't they change these things. Why can't the administrative controls be relaxed?
"If 49 per cent in defence is permitted and if someone wants to put in Rs 1,300 crore, why should this go to the Cabinet Committee. The FIPB is good enough and it is within the 49 per cent. So, you have to remove controls. You have to make it easier for people like us to do business."
He said the final approval letter came on the last day, after which the issue of Rs 10,000 crore had to be postponed as there were other listing deadlines of Indian and the US stock markets to be met.
"It is very difficult. And it is only administrative and what does it achieve? If it is within the limits, why should it go to Cabinet Committee on Economic Affairs. Why spend the Prime Minister's time on such things as he chairs the CCEA. "If it is a controversial issue, something on security or on defence or some other very important issue, then it can, but not for simple commercial transactions. Someone must take the initiative to remove this," he said.
Parekh said that this committee has been there for the last 35 years that he has been in the industry. "When I started working 35 years, it was Rs 200 crore, now it has gone up to Rs 1,200 crore (foreign investment limit beyond which the case is referred by FIPB to CCEA), but it has not been scrapped."
Suggesting that this revised limit was also very low, Parekh wondered, "Why is it Rs 1,200 crore, make it Rs 5,000 crore. Besides, if it (the investment proposal) meets the guidelines of FIPB, which is chaired by the finance secretary and the finance minister is always aware of FIPB cases, it should be good enough." He also said that a lot of work needs to be done at state levels too on ease of doing business, as things have not changed there either on approvals to start construction of a business etc.

पारेख ने कहा कि उद्योग जगत अब भी मोदी सरकार द्वारा बदलाव लाए जाने को लेकर आशान्वित है। लेकिन उम्मीदें पूरी नहीं हो पा रही हैं। कारोबारी माहौल के मोर्चे पर बहुत कम सुधार देखने को मिला है।

"The Defence Procurement Procedure, as a document, is also not well-articulated and there is a lot of confusion. Besides, everything does not need to be squeezed into it. So, we are planning a separate policy on Make-In-India," he said on the sidelines of the inauguration of Aero India 2015 here.

The separate policy is likely to be notified after budget in April-May to have clarity and the focus on providing level playing field to everybody -- the ordnance factory board, PSUs, import partners and domestic private industry.

Parrikar said among the projects under this banner, the government is open to manufacturing 338 helicopters (military and civil) and private industry will also be roped in.

"HAL needs to augment its production capability. Right now, it has the capacity to make 25-30 per year, but it has to be 50-100," he said.

The defence minister announced a policy on legalizing lobbyists or middlemen representing various arms manufacturers across the world will be ready in the next four to five weeks as part of easing up working with the government and defence manufacturers.

"The draft is ready, it will now need approval from the Defence Acquisition Committee, which is expected in the next meeting, and the process of giving it legal sanctity will follow."

Aero India 2015 earlier got off to a rocking start with clear skies and a clear-minded PM Narendra Modi making his intent of business more than apparent at the inaugural of the 10th edition of the event pegged to be the largest ever.

Metal band Metallica's song 'Unforgiven' was played as the cover for what turned out to be a Modi rockshow. A lot of changes were more than apparent with even the flypast not taking its traditional turn.

"We have the reputation as the largest importer of defence equipment in the world. That may be music to the ears for some of you here. But this is one area where we would not like to be number one," he said.

Modi underlined the need for India to have greater defence preparedness and modernize its forces to meet security challenges and international responsibility.

"So, as we look at these wonderful aircraft and enjoy the amazing flying, I also hope we can get some business done and sow the seeds of successful new ventures and partnerships - to give our people new opportunities, to make our nations safer, and the world more stable and peaceful."

He said India has to equip itself for the needs of the future, where technology will play a major role. "India has huge requirements on managing internal security and that the country is increasingly integrating technology and systems into it."

Modi said these opportunities make Aero India an important international event. "For me, it is not just a trade fair for defence equipment. This is a mega meeting of one of the largest global supply chains, with the most advanced technology and complex equipment," Modi said.

He said it can boost investment, expand manufacturing, support enterprise, raise the technology level and increase economic growth in the country.

The PM noted defence PSUs were not doing enough. "Nearly 60% of our defence equipment continues to be imported. Our private defence industry is still small and we are spending tens of billions of dollars on foreign acquisitions," he said.

"There are studies showing that even a 20% to 25% reduction in imports could directly create 1 lakh to 1.2 lakh highly skilled jobs."

मुंबई-पूरे देश में स्वाइन फ्लू का कहर जारी है। अब तक 600 से अधिक लोगों की इससे मौत हो गई है और हजारों लोग इससे पीड़ित हैं। अगर दवा निर्माता कंपनियों की बात मानें तो इन मौतों के लिए सरकार जिम्मेदार है, जो एक पुराने रेग्युलेशन को हटा नहीं रही है।
देश के दवा निर्माताओं ने स्वाइन फ्लू की दवाओं की कमी के लिए स्वास्थ्य मंत्रालय के एक रेग्युलेशन को जिम्मेदार ठहराया है। उन लोगों का कहना है कि इस रेग्युलेशन के कारण केमिस्ट्स उन दवाओं को खरीदते नहीं हैं जिस कारण उनको दवाओं के अपने भंडार को नष्ट करना पड़ा।  

फार्मासूटिकल कंपनियों का कहना है कि उनके पास स्वाइन फ्लू की दवाओं का बड़ा स्टॉक है। पिछले 2 महीनों में देश भर में इस बीमारी से 600 से ज्यादा लोगों की मौत हो चुकी है। कई मरीज अस्पतालों और केमिस्ट्स की दुकानों में इस बीमारी के इलाज के लिए काम आने वाली दवाएं नहीं मिलने की शिकायत कर रहे हैं। स्वाइन फ्लू के ट्रीटमेंट में काम आने वाली 2 प्रमुख दवाएं ओसेल्टमिविर और जैनामाविर हैं। इन्हें सिप्ला, नैटको, हेटेरो और रैनबैक्सी जैसी बड़ी फार्मा कंपनियों के साथ ही कुछ अन्य कंपनियां भी बनाती हैं। सीरम इंस्टिट्यूट ऑफ इंडिया भी नैसोवैक और नैसोवैक एस के नाम से स्वाइन फ्लू से बचने के लिए दवाएं बनाता है।
सीरम इंस्टिट्यूट ऑफ इंडिया के मैनेजिंग डायरेक्टर अदर पूनावाला ने बताया, 'पिछले वर्ष स्वाइन फ्लू की दवाओं की डिमांड नहीं थी। इस वजह से बड़ी मात्रा में दवाएं एक्सपायर हो गईं और हमें उन्हें नष्ट करना पड़ा। केमिस्ट्स भी ये दवाएं हमसे नहीं खरीदना चाहते क्योंकि इनकी मांग नहीं है।' उन्होंने कहा कि हेल्थ मिनिस्ट्री की इन दवाओं को खरीदकर डिमांड साइकल बनाए रखने की जिम्मेदारी बनती है। उन्होंने बताया, 'अभी हम दोबारा प्रॉडक्शन कर रहे हैं और दवाओं के नए बैच तैयार हैं। इस वजह से हमारी ओर से कोई शॉर्टेज नहीं है।'
पूनावाला का कहना है कि मरीज भी इस बीमारी का असर कम होने के बाद वैक्सीन नहीं लगवाते। स्वाइन फ्लू सीजनल होता है और इसका इंफेक्शन गर्मी में कम हो जाता है और मॉनसून और सर्दी के सीजन में बढ़ता है। सिप्ला स्वाइन फ्लू के उपचार में काम आने वाली दवा ऐंटी फ्लू ब्रैंड नाम से बनाती है।
कंपनी ने बताया कि उसके पास दवा का बड़ा स्टॉक है। वह इसके बिकने का इंतजार कर रही है। सिप्ला के एक ऐग्जिक्यूटिव ने कहा, 'यह दवा ड्रग कंट्रोल के शेड्यूल X के तहत आती है और इसका स्टॉक रखने के लिए कई लाइसेंस की जरूरत होती है। इस वजह से केमिस्ट्स भी इसे नहीं रखना चाहते। अगर केमिस्ट्स बिना लाइसेंस लिए स्वाइन फ्लू की दवा बेचते हुए पकड़े जाते हैं तो उनके खिलाफ तुरंत कार्रवाई हो सकती है।' ड्रग्स ऐंड कॉस्मेटिक्स ऐक्ट के तहत शेड्यूल X और H दवाएं 'रिस्ट्रिक्टिव' कैटिगरी में आती हैं। इस वजह से फार्मेसी और अस्पतालों में इनकी बिक्री पर प्रतिबंध हैं। नार्कोटिक्स ड्रग्स शेड्यूल X के तहत आने वाली दवाओं का एक उदाहरण हैं। इन शेड्यूल में स्वाइन फ्लू की दवाओं को शामिल करने के पीछे सरकार की यह आशंका है कि अगर इन दवाओं का जरूरत से ज्यादा इस्तेमाल किया गया तो बीमारी पर इनका असर समाप्त हो सकता है।

भारतीय कोस्टगार्ड के एक डीआईजी के कथित बयान के बाद अरब सागर में भारतीय तट के पास 31 दिसंबर की रात पाकिस्तानी नाव में धमाके का मामला पेचीदा और विवादास्पद हो गया है.

इंडियन एक्सप्रेस में छपी ख़बर के मुताबिक़, भारतीय कोस्टगार्ड के एक डीआईजी ने एक बैठक में नाव को नष्ट करने का दावा किया था.
इस मामले में शुरू से विवाद है कि कोस्टगार्ड अपने इलाके से इतनी दूर क्या कर रहा था और नेवी को ख़बर क्यों नहीं हुई.

सवाल

कई और सवाल हैं- नाव में धमाका किसने किया, यह साफ़ नहीं था. मंत्रालय से भी कोई स्पष्ट जानकारी नहीं मिली.
इससे कई शक पैदा हुए. ये शक दूर करना सरकार का काम है और सरकार को सामने आकर बताना चाहिए कि क्या असलियत उन्हें पता है.
डीआईजी ने ऐसा क्यों कहा और इतने दिन बाद क्यों कहा, यह भी साफ़ नहीं है.

संशय

पाकिस्तानी नौका के पीछा करने की न कोई तस्वीर है और न कोई वीडियो फ़ुटेज है जिससे यह पता चले कि उसका पीछा किया जा रहा है.
इसलिए इसके बारे में जांच के बाद ही सही-सही पता चल पाएगा.
इससे एक उलझन की स्थिति ज़रूर पैदा हुई है. लगता है कि कमांड के स्तर पर कोस्टगार्ड में कुछ संशय ज़रूर है.
डीआईजी स्तर का कोई व्यक्ति इतनी बड़ी बात यूं ही तो नहीं कह सकता और अब जब उनको ख़तरा महसूस हुआ होगा तो वे मुकर गए.

शर्मनाक

यह पूरा घटनाक्रम भारतीय नौसेना के लिए शर्मनाक कहा जा सकता है क्योंकि कोस्टगार्ड और नेवी के मतभेद सामने आ रहे हैं.
डीआईजी स्तर का अधिकारी इतनी बड़ी बात महज़ कल्पना के आधार पर नहीं कह सकते.
जहां तक दोनों देशों के रिश्तों का सवाल है तो भारत और पाकिस्तान में मीडिया एक दूसरे के ख़िलाफ़ काफ़ी कुछ कहता रहता है. उसका असर सरकार पर इतना नहीं होता जितना लोगों पर होता है.
इस मामले में उपजे ताज़ा विवाद से मुझे नहीं लगता कि भारत सरकार पर कुछ बहुत अधिक असर पड़ेगा.

पिछले साल दिसंबर में एक पाकिस्तानी नौका को विस्फोट कर उड़ाने के बारे में तट रक्षक अधिकारी के विवादास्पद दावे के बाद पाकिस्तान ने भारत की आलोचना करते हुए आरोप लगाया कि वह इस मुद्दे पर घृणित रूप अपना रहा है। दरअसल, भारतीय अधिकारी का बयान भारत सरकार के रुख के विरोधाभासी है।
पाकिस्तान के रक्षा मंत्री ख्वाजा आसिफ ने बुधवार को आरोप लगाया कि भारत पाकिस्तान पर समझौता एक्सप्रेस मामले की तरह न सिर्फ निराधार और झूठा आरोप लगा रहा है, बल्कि नौका पर सवार चार बेकसूरों को छल से मारने में भी शामिल है। भारत का रुख एक बार फिर से अपने स्वरूप और शांति की अपील को लेकर घिनौना साबित होगा।
नौका मुद्दे पर नया विवाद छिड़ने के बाद उन्होंने प्रतिक्रिया जाहिर करते हुए कहा कि यह एक बार फिर से साबित हो गया है कि भारत ने अंतरराष्ट्रीय नियमों का उल्लंघन किया और मानवता को तार-तार कर दिया।
गौरतलब है कि तट रक्षक के महानिरीक्षक (डीआईजी) बीके लोशाली ने मंगलवार रात भारत सरकार के उस दावे का खंडन किया, जिसके तहत कहा गया था कि घुसपैठिया नौका के चालक दल के सदस्यों ने नौका को आग के हवाले किया था। हालांकि रक्षा मंत्री मनोहर पर्रिकर अपने रुख पर कायम हैं। आसिफ ने फिर से कहा कि क्षेत्र में शांति और सह अस्तित्व के लिए पाकिस्तान की आकांक्षा को उसकी कमजोरी के रूप में नहीं देखा जाना चाहिए।

NEW DELHI: Even as Gujarat businessman Rameshkumar Bhikabhai claimed on Wednesday that he had gifted the monogrammed suit to Prime Minister Narendra Modi, his "friend" of "four decades", the code of conduct for ministers issued by the home ministry clearly restrains both Union and state ministers from accepting a valuable gift unless it is from a close relative.

"A minister should not accept valuable gifts except from close relatives, and he or members of his family should not accept any gifts at all from any person with whom he may have official dealings," reads the code of conduct applicable to Union ministers, chief ministers as well as state ministers.

The authority for ensuring observance of the code of conduct lies with the prime minister in the case of Union ministers, the prime minister and Union home minister in the case of chief ministers and the chief minister concerned in the case of state ministers.

As per clause 4.2 of the code of conduct for ministers, a minister may receive gifts during his visits abroad or from foreign dignitaries in India. Such gifts fall into two categories. The first include gifts that are of symbolic nature, like a sword of honour or ceremonial robes, which can be retained by the minister. However, the second category of gifts, which are non-symbolic, may be retained only if their value is less than Rs 5,000. Gifts of a higher value must be deposited in the Toshakhana (government storehouse) or purchased by the recipient by paying the difference between value of the item as assessed by Toshakhana and Rs 5,000.

Only household gifts retained by Toshakhana such as carpets, paintings, furniture exceeding Rs 5,000 are kept in Rashtrapati Bhavan, Prime Minister's House or Raj Bhavan as State property.

Bhikabhai has, in an interview to ANI, claimed that he gifted the suit to Modi to wear on his son's wedding. "I am from Gujarat. I presented this suit to him (Modi) when I attended the recent Vibrant Gujarat Summit. I gave it while extending an invitation to him to attend my son's wedding on January 26," he was quoted as saying.

"I gave this gift to my elder brother (Modi) on behalf of my son. My son had this idea of making this monogrammed suit. He said he wanted to give a surprise to Modiji," Bhikabhai said adding that the Rs 10 lakh quoted for the suit was not the correct price.

"My son does not have the guts to spend that kind of money," he claimed.

Bhikabhai claimed that Modi, while accepting the suit as a gift, had promised to wear it but said he would later give it to charity. "The fact is that Modiji wore this (suit) on the day of my son's wedding on January 26," he told ANI.

नई दिल्ली- प्रधानमंत्री नरेंद्र मोदी के उस विवादित सूट की नीलामी गुजरात के सूरत में चल रही है, जिस पर उनका नाम लिखा है। कांग्रेस का आरोप है कि प्रधानमंत्री मोदी ने वह सूट तोहफे में लेकर अचार संहिता का उल्लंघन किया है। और पहली नजर में यह आरोप सही लगता है क्योंकि होम मिनिस्ट्री की ओर से जारी अचार संहिता स्पष्ट तौर पर कहती है कि कोई भी केंद्रीय या राज्य मंत्री अपने नजदीकी रिश्तेदारों के अलावा किसी और से कीमती तोहफे नहीं ले सकता।

संहिताः एक मंत्री को अपने करीबी रिश्तेदारों के अलावा किसी और से कीमती तोहफे नहीं लेने चाहिए। उसे या उसके परिवार के किसी सदस्य को ऐसे किसी व्यक्ति से कोई तोहफा नहीं लेना चाहिए जिससे उसकी आधिकारिक तौर पर कोई संबंध हो सकता है। केंद्र के मंत्रियों के मामले में यह जिम्मेदारी प्रधानमंत्री की है कि उनके मंत्री अचार संहिता का पालन करें। इस संहिता के अनुच्छेद 4.2 के मुताबिक कोई मंत्री जब विदेश यात्रा पर जाता है या कोई विदेशी मेहमान भारत आता है तब विदेशियों से तोहफे ले सकता है। ऐसे तोहफे दो श्रेणियों में आते हैं। पहले वे, जो प्रतीकात्मक होते हैं मसलन सम्मान में दी जाने वाली तलवार या शॉल आती। इस तरह की चीजें मंत्री अपने पास रख सकते हैं। लेकिन दूसरी श्रेणी में गैर प्रतीकात्मक तोहफे होते हैं। अगर इन गैर प्रतीकात्मक तोहफों की कीमत 5000 रुपये से ज्यादा है तो उन्हें खजाने में जमा करना होता है। अगर कोई मंत्री इन्हें रखना चाहता है तो उसे इनकी कीमत खजाने को देनी होगी।

प्रधानमंत्री नरेंद्र मोदी को मिले सूट के बारे में गुजरात के एक हीरा व्यापारी रमेश कुमार भीकाभाई ने दावा किया है कि उन्होंने अपने बेटे की शादी के मौके पर यह सूट उन्हें तोहफे में दिया था। भीकाभाई ने कहा, 'मैं गुजरात से हूं। मैंने वाईब्रैंट गुजरात समिट के दौरान यह सूट उन्हें दिया था। यह सूट मैंने अपने बेटे की शादी के न्योते के साथ दिया था।'
