After government colleges, the spotlight on fraudulent admissions has
shifted to private medical and dental colleges in Madhya Pradesh with
the arrest of a key official who has admitted that nearly all entrance
examinations have been rigged since 2006.
On paper, candidates were admitted to private medical and dental colleges through DMAT, an entrance examination conducted by Dental and Medical Entrance Association of Private Dental and Medical Colleges of Madhya Pradesh (APDMC).
Yogesh Uprit, a former director of Madhya Pradesh Professional Examination Board (MPPEB), was arrested three days ago in connection with a scam in the entrance examination for post-graduate medicine courses.
Uprit has told investigators that the modus operandi used in the main MPPEB (Vyapam) scam and the private medical and dental colleges was same. Candidates who paid money were told to leave OMR sheets blank and they were later filled up.
Last month, the appellate authority of Admission and Fee Regulatory Committee (AFRC), a statutory body for private professional colleges, had pointed to a massive scam in private medical colleges. The authority said between 2010 and 2013 as many as 721 state quota seats were filled up at the last minute against seats that were mysteriously vacated on September 30, the last day of admission process. These pre-medical tests were conducted by MPPEB.
Uprit’s allegations involves seats filled up by the entrance examinations conducted by the private colleges. The arrest of Uprit, who is the examination coordinator appointed by APDMC, has cast a shadow on the impending entrance examination.
Indore-based whistleblower Anand Rai, who was the first to complain about fraudulent admissions in private medical colleges, and Leader of Opposition Satyadev Katare, who held a press conference in Bhopal on Saturday, alleged that four ministers in the current Shivraj Singh Chouhan government and four ministers in his previous governments admitted their close relatives to private medical colleges since 2006. One of the former ministers has passed away.
Rai alleged that the fraud in private colleges was not restricted only to seats filled through examinations conducted by MPPEB and DMAT but also extended to quota of 15 per cent Non-Resident Indian seats.
Given the extent of scam in private colleges, Rai said the government should hand over the probe to the Special Task Force.
Rai alleged that it was easier for ministers to get their kin admitted to private medical colleges than government colleges that required links to middlemen and racketeers.
Rai and Katare demanded the arrest of former MPPEB examination controller Sudhir Bhadoria whose name figures in at least one FIR. Bhadoria held the post between 2008 and 2011 when most irregularities were reported in MPPEB exams.
