दरअसल लोगों की अक्सर शिकायत होती है कि डीएल बनाते वक्त आरटीओ कर्मी चक्कर कटाते हैं। दलाल हजारों की रिश्वत लेते हैं। कामकाजी लोगों को पूरी प्रक्रिया से गुजरने पर काफी नुकसान होता है। इसी को ध्यान में रखते हुए अब जल्द ही पासपोर्ट की तर्ज पर घर बैठे लोग ऑनलाइन फॉर्म भरकर डीएल के लिए अप्लाई कर सकेंगे। इसके बाद सुविधा अनुसार, आरटीओ से लिखित परीक्षा के लिए ‘अपॉइंटमेंट’ मांग सकेंगे। यही प्रक्रिया डीएल कंफर्म कराते वक्त अपनाई जाएगी। इसके लिए आरटीओ ने नेशनल इंफॉर्मेटिक्स सेंटर (एनआईसी) के साथ काम करेगा। आम चुनाव के बाद ऑनलाइन डीएल बनने लगेंगे।
शुक्रवार को एनआईसी अफसरों ने परिवहन विभाग के अतिरिक्त सचिव चंद्रशेखर भट्ट को प्रेजेंटेशन दी और सॉफ्टवेयर की ऑपरेटिंग समझाई। अफसरों का दावा है कि आम चुनाव बाद लाइसेंस की ऑनलाइन प्रक्रिया शुरू हो जाएगी। अतिरिक्त सचिव चंद्रशेखर भट्ट ने बताया कि प्रोजेक्ट जल्द शुरू होगा।
इस तरह होगा काम
उत्तराखंड परिवहन विभाग की वेबसाइट से ही ऑनलाइन डीएल का लिंक दिया जाएगा। इसके लिए दस्तावेजों को स्कैन कर साइट पर अपलोड करना होगा। इसके साथ डेबिट या क्रेडिट कार्ड से चालान भुगतान कर दिया जाएगा।
