If you are getting Unsolicited Commercial Calls (UCC) even after a confirmed registration for Do Not Disturb (DND) at the NDNC/NCPR registry, you may complain to your service provider. Please note that TRAI or NDNC Registry doesn’t take complaints directly and it is your service provider who will handle these complaints.
Send an SMS in this format: the unsolicited commercial communication, XXXXXXXXXX, dd/mm/yy to 1909
Here, XXXXXXXXXX is the number against which you are complaining or the sender code in case of bulk SMS without a number. The next two are date and 24-hour time at which you received the unsolicited message or call. At the end, add a short description of the call you received.
e.g. ABC Bank about loans, 9999900000, 31/01/12
Alternately, call 1909 and follow instructions to register a complaint

Scammers have been making phone calls claiming to represent the National Do Not Call Registry. The calls claim to provide an opportunity to sign up for the Registry. These calls are not coming from the Registry or the Federal Trade Commission, and you should not respond to these calls.

DND (now NCPR) Compliant Registration Procedure
DND registration (now NCPR) helps you to stop receiving unsolicited/ unwanted commercial and promotional calls and messages on your phone. Even if you registered for DND, sometimes you will receive commercial / unwanted calls and messages on your phone. If so, you can register a complaint with your mobile operator.
Important note before compliant
You have to register a compliant from the mobile or land-line number; you received unwanted / unsolicited calls or message.
Within three days of receipt of the unwanted / unsolicited commercial or promotional calls or messages, you should give a compliant.
Registration of DND complaint by SMS to 1909
To register a complaint for receiving an unwanted / unsolicited communication, send SMS to 1909 in the below format:-
COMP TEL NO XXXXXXXXXX, dd/mm/yy, Time hh:mm
XXXXXXXXXX should be replaced by the telephone number or message header of the unsolicited call or message you received on your phone. You will be receiving an SMS confirming your complaint registration with unique compliant number and within 7 days of the complaint, you will be informed of the action taken on your complaint.
Check the below two examples:-
Example 1): You have received an SMS from DM-IAMU on 30th Sep’11 at 2pm. Then your complaint SMS will be “COMP TEL NO DM-IAMU, 30/09/11, Time 14:00” and send it to 1909.
Example 2): You have received an SMS / call from 9123456789 on 1st Oct’11 at 11.35am. Then your complaint SMS will be “COMP TEL NO 9123456789, 01/10/11, Time 11:35” and send it to 1909.
Registration of DND complaint through voice call to 1909
Dial 1909 from your mobile and choose to speak with customer care executive to register a complaint for receiving unwanted /unsolicited commercial SMS or call on your phone, even you registered for DND (now NCPR).
Provide the below details of the unsolicited call or message to customer care executive:-
1)      Company / Brand / Telemarketer details
2)      Telephone number or the SMS header of the call / message you received
3)      The date and time of the call
4)      And, description of the call or the message
Then the customer care executive will register a complaint and provide a unique compliant number, keep the number for future reference. Within 7 days of the compliant, you will be informed about the action taken.


Calling 1909 and connecting to customer care executive is time consuming, it is better to send SMS in COMP TEL NO XXXXXXXXXX, dd/mm/yy, Time hh:mm format to 1909. anyways both are fol free and no charges…

As per TRAI guidlines, Once you complaint is confirmed by authority, notice will be sent to the corresponding mobile no. (first time)
After warning notice, if the commercial SMS is still sent again to any one, then SIM of the culprit will be deactivated.
*So, if you make complaint once, it will be beneficial to you as well as for other customer too.
*More over it will take hardly a minute, to send SMS, which you can do during free time, (lunch hours, travelling on bus/train)

Although, this General format is suggested by TRAI, each Service Providers (MTNL/IDEA/Airtell/Vodofone) have slight variation in the format.
Some of good example are as follows:
Type in following format (on which mobile, commercial SMS is received) > SEND TO 1909

I do not know the exact format. But you can try any one of the above formats.
If the format is correct it will accepted automatically. Otherwise, it will send correct format in which complaint to be sent.
Once, you succeeded first time, next time onwards just replace the mobile no, date, time, (content if asked, which you can be copy&paste from
received sms)
